This program created by the U.S. Department of Veterans Affairs pays veterans 100% disability compensation even if their combined disability rating is less than 100% — but is connected to a veteran’s inability to keep substantial gainful employment due to their medical condition.

Veterans must have one service-connected disability that is rated at 60% or higher OR two or more disabilities with one disability rated at 40% or higher and a combined disability rating of 70% or higher.
